Marine & River Logistics Operations Manager
Location: Papua New Guinea (Residential)
Job Title: Marine & River Logistics Operations Manager
Client Description
The organization is a global leader in international project freight forwarding, marine transportation, and complex turnkey industrial logistics. They specialize in heavy-lift transport, breakbulk, and multimodal project cargo movements for tier-one energy, LNG, and infrastructure developments in remote and logistically challenging operating environments.
Scope
Location & Travel: Papua New Guinea-based (resident preferred), with regular travel along coastal routes, rivers, and remote construction landing sites.
Operating Area: Port Moresby to remote construction landing sites along the Purari River corridor.
Project Scope: Marine and river logistics ecosystem supporting a major LNG development.
Role Purpose: Plan, coordinate, and control the marine and river transport interface for heavy, oversized, and general project cargo. The role bridges coastal ports with remote river construction sites, keeping vessel and barge movements, cargo transfers, and site handovers aligned with project timelines and marine safety standards.
Key Responsibilities
Marine Movement & Voyage Planning: Build executable movement plans covering cargo readiness, vessel/barge and landing craft allocation, loading slots, river transit schedules, and landing site discharge windows.
Stakeholder & Marine Interface: Coordinate tug and barge operators, vessel masters, marine crews, freight/yard teams, heavy riggers, and local community/landowner stakeholders.
Cargo Readiness & Technical Verification: Verify cargo weights, dimensions, stowage plans, tie-down/securing arrangements, and lifting interfaces in collaboration with technical marine specialists.
River Navigation & Constraint Monitoring: Actively assess tidal windows, river draft limits, weather patterns, and access routes alongside vessel masters to implement timely voyage contingencies.
Fleet Tracking & Asset Management: Track asset mobilization, voyage progress, delivery receipts, backloads, damages, and delays, providing concise daily status and exception reports.
HSE & Team Coordination: Enforce strict marine safety and assurance routines across subcontractors and crews, fostering local capability development and incident-free operations.
Qualifications
Substantial hands-on operational experience in marine logistics, tug and barge operations, landing craft, coastal shipping, or shallow-water river transport.
Direct field track record managing load-outs, cargo securing, beach landings, and discharges at remote project locations (not purely desk-based chartering or shipping agency work).
Proven ability to collaborate effectively with licensed vessel masters, marine warranty surveyors, and rigging teams without confusing logistics oversight with statutory vessel command.
Strong marine HSE assurance mindset with documented success in preventing or mitigating transport disruptions.
Prior working experience in Papua New Guinea or the broader Pacific region, particularly navigating tidal rivers, shallow-water channels, and undeveloped landing sites.
Experience supporting oil & gas, LNG, mining, EPC, or heavy civil infrastructure developments.
Familiarity with local PNG coastal/river operators and landowner/community engagement practices.
Core Competencies: Robust operational planning, crisis resolution, clear cross-cultural communication, and readiness for remote travel and resident work in PNG.
