About the Client
Our client is an internationally renowned, Tier-1 specialist pipeline construction contractor operating as part of a major global engineering and infrastructure group. With a history of executing complex energy infrastructure worldwide, they specialize in large-diameter onshore gas pipelines, high-voltage direct current (HVDC) land works, and demanding shore crossings.
Having secured several major infrastructure programmes and facing an expanding tender pipeline across Australia and Papua New Guinea, they are currently establishing a dedicated talent pool to resource their Pre-Contracts and Estimating division.
Key Roles within the Pre-Contracts Team
Pipeline Estimator / Senior Estimator: Lead quantity take-offs, productivity modeling by terrain/pipe diameter, crew and equipment build-ups, subcontractor pricing, and risk/contingency models.
Tender Engineer (Site-to-Office Transition): Formulate execution methodologies, sequencing, construction schedules, and technical bid submissions. (Full contractor-led training in pipeline cost estimation provided).
Construction Manager – Tenders: Oversee execution strategies, resourcing plans, logistics, constructability reviews, client clarification meetings, and operational handover.
Core Responsibilities
Cost Estimation & Build-up: Develop detailed estimates, direct/indirect cost calculations, plant and labor allocations, and supply/subcontract packages.
Methodology & Programme: Build construction sequences covering right-of-way (ROW), stringing, welding, lowering-in, trenching, road/river crossings, Horizontal Directional Drilling (HDD), shore crossings, hydrotesting, and reinstatement.
Bid Preparation & Client Interviews: Author technical submissions, handle pre-award technical clarifications, and present construction strategies to client review panels.
HSE Integration: Identify methodology risks, price mitigation controls, and ensure alignment with the contractor’s HSE management system.
Operations Handover: Reconcile estimates against operational reality with site leadership to provide an achievable project baseline.
Required Candidate Profile
Mandatory Criteria
Education: Degree or diploma in Civil, Mechanical, or Construction Engineering (or a recognised trade background with clear progression into site engineering/supervision).
Site Experience: At least 4 years of hands-on execution experience on oil & gas pipeline or comparable linear infrastructure projects (e.g., as Site Engineer, Project Engineer, Superintendent, or Construction Manager) with deep understanding of how a pipeline is physically constructed.
Commercial / Estimating Track Record:
For Estimators: Minimum 3 years of estimating or tendering experience on pipeline, energy, or heavy civil infrastructure for a contractor.
For Transition Candidates: Demonstrated motivation to move from site to an office-based role, combined with solid analytical and numerical skills.
Languages: Fluent professional English (both written and spoken) with the ability to write technical narratives and present to client panels.
Mobility & Compliance: Valid Australian work rights or eligibility for employer-sponsored visa pathways; available to mobilize between Q4 2026 and mid-2027; clean HSE track record.

Knowledge of Australian energy infrastructure standards (AS 2885, APGA codes).
Prior international or expatriate project delivery experience (e.g., Europe, Africa, Middle East, Pacific).
