Senior E&I Commissioning Specialist

1. Client Description

Our client is a key player in major water infrastructure and industrial EPC delivery across Western Australia. Known for managing high-profile, strategic infrastructure assets, they foster safety-driven, fast-paced work environments where technical professionals collaborate within multidisciplinary teams to transition complex facilities from construction to full operational readiness.

2. Scope of the Role

Reporting directly to the site commissioning team, the Senior E&I Commissioning Specialist leads and executes all on-site Electrical & Instrumentation pre-commissioning, commissioning, and start-up activities. The role covers full validation across control systems, power distribution, and field instrumentation to guarantee a safe, compliant, and seamless handover from construction to client operations on a major water infrastructure asset.

3. Key Responsibilities

• Commissioning & Execution: Lead daily E&I pre-commissioning, commissioning, and start-up activities; execute and witness Control Loop Checks, Cause & Effect Testing, and Operational Test Procedures (OTPs).

• Control Systems & Instrumentation: Commission and validate DCS, SIS, and vendor PLCs (including Siemens, Yokogawa, Rockwell, and Honeywell); supervise field instrumentation calibration, functional testing, and valve signature mapping/verification.

• Compliance & EEHA: Conduct Hazardous Area (EEHA) inspections, issue and manage Permit to Work (PTW) activities, and strictly enforce HSE and electrical safety regulations throughout all commissioning phases.

• Completions & Handover: Manage punch list close-outs, red-line markups, and ITR (Inspection & Test Record) sign-offs using structured completions tools (e.g., ICAPS, OPERCOM, or equivalent); support energization, operational readiness, and client handover milestones.

• Stakeholder Interface: Coordinate daily commissioning workflows across client operations teams, construction crews, vendors, suppliers, and multidisciplinary site personnel.

4. Qualifications & Requirements

• Mandatory Licenses & Certifications:

• Current Western Australia (WA) A-Grade Electrical License

• EEHA (Electrical Equipment in Hazardous Areas) Certification

• WA White Card

• Working at Heights Certification

• Confined Space Entry Certification

• Experience:

• Minimum 10 years of hands-on commissioning and start-up experience in major industrial environments.

• Proven background in water treatment facilities, industrial infrastructure, process plants, or oil & gas EPC projects.

• Technical Knowledge:

• Deep working expertise in process instrumentation (Pressure, Flow, Level, Analytical Instruments), Variable Speed Drives (VSDs), and Motor Control Centres (MCCs).

• Direct experience with control system architectures including Siemens, Yokogawa, Rockwell, and Honeywell platforms.

• Site Leadership & Core Competencies:

• Demonstrated capability in electrical isolations, lockout/tagout (LOTO) procedures, and troubleshooting complex site failures.

• Safety-focused, detail-oriented, highly autonomous, and adaptable to fast-paced field operations.

• Strong stakeholder management and interface coordination skills.
