Planning Controls Manager – Energy Project (Angola)

Position Overview

The Planning Controls Manager leads the total project controls, planning, scheduling, and progress management functions for a major offshore deepwater subsea redevelopment and exploration initiative off the northern coast of Angola (Block 15 / Kizomba B area).

This role manages integrated baseline schedules, EPCI contractor milestones (including subsea tie-back developments, subsea production systems, umbilicals, and logistical fleet coordination), project risk assessments, and progress measurement frameworks across international engineering centers and local offshore execution teams.

Key Responsibilities

Strategic Scheduling & Baseline Management

• Integrated Master Schedule (IMS): Develop, maintain, and govern the Level 1–4 Master Project Schedule across all EPCI phases—encompassing subsea tie-backs, brownfield platform modifications, and deepwater logistics.

• Contractor Baseline Audits: Review, approve, and monitor integrated schedules submitted by primary EPCI partners and subsea alliances (e.g., Subsea Integration Alliance, SLB OneSubsea, marine logistics providers).

• Critical Path & Float Analysis: Perform ongoing critical path evaluations, variance reporting, and scenario modeling to mitigate schedule slippage and proactively identify execution bottlenecks.

Cost & Progress Control Integration

• Earned Value Management (EVM): Establish robust Earned Value Management systems to measure physical progress against capital budgets, offshore vessel charter days, and offshore tie-back milestones.

• Resource Optimization: Oversee manpower curves, vessel utilization schedules (e.g., drillships, crew transfer fleets, installation vessels), and key equipment delivery pipelines.

• Interface & Milestone Tracking: Align multi-hub operations across global engineering centers (Paris, Luanda, Lisbon, Houston, Norway) and local operational bases to maintain seamless integration across work packages.

Risk Management & Decision Support

• Quantitative Risk Analysis (QRA): Conduct regular Schedule Risk Analyses (Monte Carlo simulations) to estimate schedule contingency requirements and evaluate risk mitigation strategies.

• Management Reporting: Prepare clear executive dashboards, key performance indicator (KPI) reports, and monthly project progress assessments for project leadership and joint-venture partners.

• Change Management: Direct the baseline change control process, evaluating schedule impacts for project scope variations, brownfield integration challenges, or offshore weather disruptions.

Key Qualifications & Requirements

Education & Experience

• Bachelor’s Degree: Engineering, Project Management, Construction Management, or related technical field.

• Experience: Minimum 12–15 years of project controls/planning experience in large-scale upstream oil & gas projects, with at least 5 years in a managerial or lead role.

• Deepwater/Subsea Expertise: Proven track record in offshore deepwater developments, subsea tie-back projects, EPCI management, and brownfield modifications.

Technical & Software Skills

• Planning Software: Expert proficiency in Primavera P6 EPPM and Risk Analysis tools (e.g., Primavera Risk Analysis, Safran).

• Earned Value & Analytics: Hands-on mastery of EVM methodology, Power BI or Tableau dashboard development, and advanced cost/schedule integration platforms.

• Contractual Knowledge: Working knowledge of standard offshore EPCI contracting frameworks and subsea alliance structures.

Leadership & Soft Skills

• Global Coordination: Experience collaborating with multi-center engineering teams and regional execution hubs across West Africa, Europe, and North America.

• Stakeholder Management: Ability to present complex risk and schedule data clearly to joint-venture consortiums, regulatory agencies, and executive leadership.

• Communication: Fluency in English is required; knowledge of Portuguese is advantageous given local operational interface in Angola.

Work Environment & Location

• Location: Primary assignment in Luanda, Angola, with periodic travel to global EPCI engineering offices (e.g., Paris, Houston) and offshore assets as needed.
