Cost Engineer
Location: FIFO to Hiri-Koiari District, Central Province, Papua New Guinea
Duration: Long-term Contract
1. Client Description
The organization is a leading industrial resources and minerals company executing major greenfield processing plant developments. The company focuses on building sustainable infrastructure, emphasizing operational efficiency, rigorous project controls, and environmental excellence.
2. Scope
Location: Kido Site, Papua New Guinea.
Employment & Roster: Long-term contract on a Fly-In, Fly-Out (FIFO) rotational arrangement (Expatriate assignment).
Hierarchy: Reports directly to the Project Controls Manager.
Role Purpose: Provide comprehensive project cost engineering services, guiding the site team on cost forecasting, baseline cash flows, variance trending, and supervising junior cost controllers to ensure financial alignment across execution activities.
3. Key Responsibilities
Cost Control Strategy & Baselining: Develop integrated cost control plans aligned with group standards; establish WBS-to-Cost Breakdown Structure integrity, invoice approval workflows, and detailed baseline cash flows.
Progress Tracking & Earned Value Management (EVM): Track progress using EVM principles (CPI/SPI); analyze root causes of variances, forecast trending impacts, and recommend recovery actions.
Schedule & Commercial Integration: Interface closely with scheduling, procurement, and accounting teams to resolve schedule conflicts, assess commercial contract risks, and evaluate variation order (VO) requests.
Reporting & Governance: Deliver high-accuracy cost performance updates, S-curves, and cash-flow adjustments to the Project Controls Manager while maintaining auditable data integrity.
Team Leadership: Supervise, mentor, and guide junior cost controllers and administrators to maintain consistency, compliance, and precision across site cost operations.
4. Qualifications
Education: Bachelor’s Degree in Finance, Quantity Surveying, or Engineering with financial control coursework.
Experience:
7 to 10 years of experience in construction/engineering project management and contractor cost management environments.
Direct experience on large or mega-sized projects (> US$500 million) within mining, heavy construction, or energy process sectors.
Proven track record managing owner's cost teams (~5–10 resources) and external contractor cost teams throughout the project lifecycle.
Technical Proficiency:
Expert-level mastery of Financial Modelling, Cost Control Engineering, Scope Management, Change Management, and Quantitative Risk/Probability.
Advanced capabilities in Microsoft Excel, Earned Value Management, and integrated data systems.
Certifications (Desirable): Project Management certification (e.g., PMP) or formal Cost Engineering credentials (AACE, CIMA, or equivalent).
