Location: Soyo / Luanda, Angola (Base Camp / Onshore Site)
Position Type: Full-Time / Expatriate or National Contract
Rotation/Schedule: Standard Onshore Rotational Schedule - 9weeks ON / 3 weeks OFF

Position Overview
We are seeking an experienced Planning Engineer to manage integrated project schedules, baseline monitoring, progress measurement, and critical path analysis for our onshore oil and gas developments in Angola (including gas processing facilities, pipelines, and terminal infrastructure).
Reporting directly to the Project Controls Manager, you will play a key role in ensuring EPC (Engineering, Procurement, and Construction) deliverables meet schedule baselines while maintaining strict compliance with local Angolanization laws, safety standards, and project control procedures.
Key Responsibilities
Schedule Management & Baseline Maintenance
Develop, maintain, and update level 3/4 EPC integrated schedules using Primavera P6 and MS Project.
Establish baseline schedules, S-curves, man-hour histograms, and progress measurement systems (PMS).
Monitor critical paths, identify project delays, and provide early warning mitigation strategies to project leadership.
Onshore Progress Tracking & Earned Value
Conduct regular site walk-throughs and coordinate with onshore construction teams, subcontractors, and discipline engineers to verify physical progress.
Apply Earned Value Management (EVM) techniques to evaluate schedule variance (SV) and schedule performance index (SPI).
Review and validate subcontractor schedules, weekly look-a-heads, and daily progress reports.
Knowledge Transfer & Local Content Compliance
Actively support company Angolanization targets under Presidential Decree No. 271/20 by mentoring and training national junior planning engineers and technicians.
Assist in preparing local content compliance documentation related to project execution schedules and workforce deployment.
Reporting & Risk Management
Prepare daily, weekly, and monthly project progress reports for clients, internal executive management, and joint venture partners.
Facilitate schedule risk analysis (QSRA) workshops and evaluate potential impacts of supply chain delays, site disruptions, or scope changes.
Analyze time impact assessments (TIA) and evaluate contractor extensions of time (EOT) claims.
Required Qualifications & Experience
Education: Bachelor’s Degree in Mechanical, Civil, Electrical, or Petroleum Engineering, or related technical field.
Experience: Minimum of 8–10 years of planning/scheduling experience in the oil and gas industry, with at least 5 years dedicated to onshore facilities (e.g., CPF, LNG terminals, flowlines, or compressor stations).
Software Mastery: Advanced proficiency in Primavera P6 (Enterprise), MS Excel (advanced formulas/VBA), and MS Project.
Standards & Methodologies: In-depth knowledge of AACE International guidelines, EVM principles, and EPC project lifecycles.
Work Permit & Visa Eligibility: Eligible to obtain an Angolan Work Visa (for expatriates) or registered to work locally.
Desired Skills & Regional Requirements
Language Skills: Proficiency in English is mandatory. Working knowledge or fluency in Portuguese is highly preferred to interface effectively with local authorities, national workforce, and onshore site teams.
Regional Context: Previous work experience in Angola, Sub-Saharan Africa, or similar remote onshore environments with challenging logistics.
HSE Commitment: Strong commitment to Health, Safety, and Environmental standards suited to onshore oil and gas operations.

Accuracy and timely distribution of Level 3/4 P6 schedules and weekly look-a-heads.
Timely identification and early warning notification of critical path deviations.
Successful integration of subcontractor progress into the main master execution plan.
Measurable progress on mentoring local Angolan personnel as part of the company's local content plan.
