Position Summary
Our client is seeking an experienced, high-caliber HSEQ Manager to establish, implement, and lead the organization’s Health, Safety, Environmental, Community Relations, and Quality management systems during a pivotal phase of operational growth.
Reporting directly to the Chief Executive Officer, this newly created executive leadership role requires a dynamic professional with deep expertise in mining and heavy construction regulatory frameworks. The successful candidate will combine strong technical authority with strategic vision and exceptional cultural-change leadership, translating complex HSEQ requirements into actionable business strategies and building robust, scalable systems from the ground up.
Key Responsibilities
Strategic HSEQ Leadership: Design and implement an integrated HSEQ management framework aligned with international best practices (e.g., ISO, ICMM) and heavy industry regulatory standards. Serve as a strategic advisor to the CEO and Executive Leadership Team on risk management, performance metrics, and cultural safety initiatives.
Workplace Safety Management: Establish and oversee comprehensive safety systems, embedding zero-harm principles across all operational units. Direct risk assessment programs, hazard controls, incident investigations, and compliance with statutory safety regulations and codes of practice.
Environmental Stewardship: Develop and monitor environmental compliance frameworks covering air, water, waste management, and site rehabilitation. Ensure strict adherence to environmental permits and drive continuous improvement in corporate sustainability practices.
Community Relations & Social License: Lead the strategic community engagement framework to foster transparent, respectful partnerships with local stakeholders. Oversee social impact assessments, community development initiatives, and formal grievance mechanisms to protect the company's social license to operate.
Quality Assurance & Excellence: Establish and maintain quality assurance (QA/QC) systems structured around ISO standards. Direct quality monitoring across mining and construction phases to maintain operational excellence.
Systems Development & Technology Integration: Introduce and champion modern HSEQ technologies—including digital safety platforms, real-time monitoring tools, data analytics, and mobile reporting apps—to elevate performance visibility and reporting accuracy.
People Leadership & Capability Building: Mentor and lead specialized officers across Safety, Environment, Community Relations, and Quality. Drive organizational capability through targeted training, succession planning, and a high-performance culture grounded in shared accountability.
Regulatory Compliance & Reporting: Direct audits, inspections, and formal regulatory filings. Deliver executive-ready HSEQ performance dashboards and strategic reports to the CEO and Board of Directors.
Qualifications & Experience
Education: Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline (Postgraduate qualifications highly regarded).
Experience: Minimum of 10 years of progressive HSEQ leadership experience within the mining, construction, or heavy industrial sectors.
Track Record: Proven success in designing and scaling integrated HSEQ frameworks within rapidly expanding or startup-phase operational environments.
Regulatory Knowledge: Deep understanding of mining and construction safety legislation, environmental compliance frameworks, and ISO quality management systems.
Core Competencies: Executive-level communication, strategic risk management, cultural change leadership, technology integration, and stakeholder relations.
