1. Client Description

The organization is a leading international infrastructure and industrial contractor executing high-profile energy, resource, and heavy civil construction developments globally. They specialize in managing large-scale project execution frameworks, driving strict on-site productivity, and maintaining high safety, design, and quality standards on complex greenfield industrial sites.

2. Scope

• Project Type: A major greenfield industrial construction project.

• Location: Site-based in Papua New Guinea.

• Hierarchy: Reports directly to the Project Director. Exercises full operational and administrative authority over all site construction superintendents, engineers, and supervisors.

• Primary Mandate: Responsible for the overarching execution strategy, safety, budget compliance, and schedule delivery of all site-wide construction activities across multiple technical disciplines.

• Target Pool: Western Expatriate candidate.

3. Key Responsibilities

• Multidisciplinary Construction Oversight: Direct and manage day-to-day site execution across a broad scope of work fronts, including heavy civil works, structural steel erection, and complex Structural, Mechanical, and Piping (SMP) installations.

• Strategic Project Execution: Formulate and drive master construction strategies, sequencing schedules, and resource allocation plans to meet or exceed targeted milestones.

• Contractor & Vendor Governance: Oversee major subcontractor organizations, evaluate contractual compliance, manage disputes, and approve high-value progress claims.

• Cross-Functional Interface Management: Lead the integration between site construction, engineering design houses, global procurement networks, and pre-commissioning/commissioning teams.

• HSE & Quality Championship: Act as the ultimate site authority for safety culture, ensuring zero-harm operations and strict compliance with global environmental, safety, and quality assurance frameworks.

• Executive & Client Reporting: Serve as the primary on-site construction representative to the client, delivering technical progress updates, variation assessments, and risk-mitigation strategies.

4. Qualifications

• Education: Hold a University Degree in Civil, Mechanical, or Structural Engineering, Construction Management, or a related technical discipline.

• Essential Experience:

  • Minimum of 15+ years of progressive construction leadership experience, with at least 5 years serving as a Construction Manager on multi-billion-dollar greenfield industrial or resource projects.

  • Proven, well-rounded background driving heavy civil, structural steel, and comprehensive SMP packages.

  • Demonstrated success leading massive, multicultural, and remote workforces within challenging geographic environments.

• Technical Skills: Master-level understanding of EPC contract structures, advanced project scheduling software logic (Primavera P6), heavy-lift rigging methodologies, and change management controls.

• Personal Attributes: Exceptional leadership and decision-making capabilities, highly diplomatic with strong negotiation skills, and a resilient, results-oriented focus.
