Workforce Development Coordinator
Job Dimension & Role Context
Within a major project environment, the Workforce Development Coordinator supports delivery of national content and workforce localization commitments in Papua New Guinea. The role builds a skilled, sustainable local workforce aligned with project needs, regulatory obligations, and long-term in-country value creation.
Key coordination across programs, training and development strategies, skills frameworks, education providers, reporting, and stakeholder engagement. Ensures alignment with company standards, joint venture expectations, and host government requirements in a strategically important, sensitive project context.

Key Activities & Responsibilities
1. Workforce Development & Training Delivery
Coordinate approved workforce development activities against national content commitments and project requirements.
Support capability assessments and identify skills gaps across operations and contractors.
Facilitate delivery of technical and vocational training via accredited providers and internal frameworks.
Monitor training effectiveness, completions, outcomes, and demographic results against defined KPIs.
2. National Content & Stakeholder Engagement
Support engagement with government bodies, regulators, and national training institutions.
Maintain contractor relationships to ensure alignment with local workforce and training obligations.
Contribute to national content reporting and communication of workforce achievements.
Promote local workforce participation in line with company and regulatory expectations.
3. Workforce Data Management & Reporting
Maintain accurate national content, workforce, and training data in company systems (headcount, localization rates, training progress/hours, hire rates, career development, and worker categories).
Analyse workforce metrics to support decisions and performance tracking.
Prepare periodic reports for internal governance, partners, regulators, and EPC compliance tracking.
Ensure adherence to company data standards, audit needs, and reporting frameworks.
4. Program Coordination & Performance Monitoring
Coordinate workforce initiative execution, including training schedules, logistics, EPC, and contractor participation.
Track progress against workforce and national content targets; identify gaps, issues, and risks.
Drive continuous improvement using data insights and stakeholder feedback.
Ensure commitments are delivered on time, within budget, and in compliance with requirements.
5. Governance, Compliance & Assurance
Support compliance with national content legislation, project agreements, and company policies.
Maintain documentation and audit trails for workforce development activities.
Support internal and external audits related to workforce and training obligations.
Uphold company values, HSSE principles, and ethical standards in all activities, including training participation, declarations, and reporting.
Potential Interfaces
Internal: Social Performance, HSSE Department, HR, Legal, Operations, Contracts & Procurement, Project teams.
External: Government agencies, regulators, training providers, contractors, Project communities, JV partners, EPCs, and their sub-contractors.
Key Accountabilities
Deliver workforce development outcomes aligned with national content plans, commitments, budget, and approved resourcing.
Achieve program targets, including capability improvement and progression outcomes.
Ensure accurate, audit-ready data collection, analysis, and timely reporting to internal and external stakeholders.
Improve workforce localization and capability indicators by identifying and resolving blockers.
Coordinate effectively with stakeholders to achieve workforce development outcomes for the team.
Required Qualifications & Experience
Experience: 5+ years in workforce development, training coordination, or HR programs within oil & gas, LNG, or mining.
Planning & Coordination: Experience implementing structured workforce plans in project or operational settings.
Stakeholder Engagement: Experience working with government bodies, contractors, and education/training institutions.
Reporting Rigour: Strong data management, analysis, and reporting capability, including use of tracking systems.
Subject Matter Expertise: Working knowledge of national content and local content frameworks.
