Client Description
The organization is a leading independent multi-disciplinary engineering and architectural consultancy with a significant presence across the Asia-Pacific region. They provide full-lifecycle solutions—including engineering design, project management, and asset support—to sectors such as infrastructure, mining, and energy. The firm is characterized by its deep connection to the Pacific communities it serves and its focus on developing sustainable, high-quality professional engineering services.
Scope
Role Type: This is a high-autonomy leadership position requiring a strong Project Manager who can operate independently rather than a traditional administrative country manager.
Primary Objective: To independently lead operations and manage infrastructure projects in Tonga, reducing the need for oversight from senior regional leadership.
Infrastructure Focus: A major portion of the current workload involves managing roadworks and other public works projects.
Talent Pool: Preference is for Tongan nationals to support local political and administrative interests; however, Fijian candidates are considered a viable alternative.
Key Responsibilities
Project Execution: Full accountability for the management of infrastructure projects, including budget control, scheduling, and cost monitoring.
Technical Authority: For candidates with an engineering background, the role includes acting as a Resident Engineer on-site to supervise construction and ensure compliance with technical specifications.
Contract & Proposals: Handling contract administration and writing technical/commercial proposals for new work.
Stakeholder Engagement: Managing critical relationships with government entities and local stakeholders in a sensitive, small-island environment.
Independent Leadership: Exercising a "strong ownership mindset" to run the Tonga operations with minimal intervention from the head office.
Qualifications
Significant background as a Senior Project Manager or Project Manager in the civil engineering or infrastructure sector.
A multifunctional profile including a technical engineering background, ideally as a C4 Engineer.
A Project Manager with extensive experience in infrastructure delivery.
Must be a Tongan or Fijian to align with local institutional preferences for protecting local interests.
Ability to navigate the complex visa and work permit processes in Tonga.
